As a co-founder and President of Paragon, Dave directs the company’s vision and growth strategies. With over 40 years of engineering and executive leadership experience, he has guided Paragon’s growth and is directly responsible for managing the overall operations of the firm. A true engineer at heart, Dave is a Subject Matter Expert in all types of HVAC systems and building codes. A Past President of the Delaware Chapter of the ASHRAE, he is a recognized innovator in the design of HVAC systems and is a registered PE in multiple states.
Dave studied Mechanical Engineering at Widener University, is a registered Professional Engineer in multiple states and is a LEED accredited professional.

Stephen W. Bobiak, PE

A co-founder of Paragon, Steve’s current responsibilities include managing the company’s financial operations and administrative staff. With over 40 years of experience in mechanical engineering and project management, Steve advises the firms Project Management teams on the financial and legal aspects of engineering. His engineering expertise includes the application of building automation and energy management systems. Steve is a registered Professional Engineer in several states.
After graduating the University of Delaware Steve worked as a consulting engineer in Wilmington, Delaware and Houston, Texas. His experience also includes managing an instrumentation and control department for a major oil refiner.

Lawrence Ellis

One of the original founders of Paragon, Larry is responsible for the administration and management of the firm. His duties include business development, project oversight, and client relations. Larry has over 35 years of specialized experience in the planning, design, and construction management of Emergency Operations Centers and High Performance Buildings. As a project manager and leader in the electrical design group, he is well-equipped to translate client’s needs into reality through sound and practical engineering solutions. He is a member of the Institute of Electrical and Electronic Engineers and the Illumination Engineers Society. Prior to entering the consulting world, Larry began his career working in the engineering department at DuPont

Behnam “Ben” Majidi, PE, LEED AP BD+C & ID+C
Vice-President
Prior to coming to the US and joining Paragon, Ben worked in South Africa and the UK. His experience and background in mechanical engineering has focused on HVAC systems design for a broad range of facilities and applications. He has performed and managed the HVAC and MEP design engineering for major facilities, new and existing, throughout all phases of engineering – preliminary through construction. In addition, he has designed HVAC systems employing green technologies for both LEED and non-LEED facilities.
Ben studied Mechanical Engineering at Sharif University of Technology. He is a registered Professional Engineer and is a LEED accredited professional with specialties in BD+C and ID+C.

Brian leads Paragon’s Plumbing and Fire Protection departments. A detail oriented design professional who takes pride in his work, Brian’s experience in all aspects of plumbing and fire protection engineering enables him to deliver on-time, cost-effective, technical solutions. With over 35 years of experience, Brian is well versed in the National Fire Protection Code, as well as mechanical and plumbing codes, at the national, state and local levels.

Gregory R. Wilkie, PE

Greg provides diverse expertise to the electrical engineering group. A creative thinker, Greg has provided numerous engineering solutions for data center, corporate, tenant fitout and high rise projects. Greg also leads our lighting design efforts and excels in finding new opportunities for clients through the application of new lighting technologies, energy saving strategies and effective control schemes. Greg is a registered engineer and a graduate of Old Dominion in Norfolk, Virginia with a Bachelor of Science in Electrical Engineering.

Phillip C. Higgins, P.E.

Phil is a highly versatile engineer with a proven ability to manage highly technical projects. Phil provides our clients with exceptional project leadership through the full project lifecyle, including initial concept, design and development and final delivery, specializing in the design of telecommunications facilities. Phil also manages and leads our power system studies group, overseeing the development of Protective Coordination and Arc Flash Studies. Phil is a registered engineer and a graduate of Lafayette University with a Bachelor of Science in Electrical Engineering.

Thomas J. Goff

A seasoned HVAC professional, Tom specializes in Design/Build projects and works extensively with the contracting community. Tom’s broad knowledge of all disciplines allows us to team successfully with Design/Builder contractors, delivering value-added designs. He also leads the firm’s efforts in producing energy audits, focused feasibility studies and third party due diligence reports. Tom has 40 years of experience in the field of mechanical engineering; beginning on the drawing board as an HVAC designer and working through the ranks. He has spent his entire career in private practice working on industrial, laboratory, commercial, office, and school projects. Tom has attended Delaware Technical and Community College and the University of Delaware.
